Old Lyme Board of Selectmen
Regular Meeting Monday, September 15, 2003

The Board of Selectmen held a regular meeting at 7:30 P.M. on Monday, September 15, 2003 at Memorial Town Hall Auditorium.  First Selectman Timothy Griswold, Selectman Skip Sibley and Selectman Robert Sevieri were present.

Approval of Minutes:  September 2, 2003
Selectman Sibley made a motion to approve the minutes as written.  Selectman Sevieri seconded the motion.  SO VOTED.

Communications:
None

Appointments:                                                                                                      
a.  Michael Miller (R) - Economic Development Comm. 5-Yr. Term Ending Jan 06
The Chairman of the Economic Development Commission has recommended Michael Miller to fill a position vacated by Atty. Greg Carnese.  Atty. Miller has been an Old Lyme resident for three years and has experience in planning, zoning law, and real estate transactions.  Selectman Sevieri made a motion to appoint Atty. Michael Miller as a regular member of the Economic Development Commission to fill the term ending January, 2006.  Selectman Sibley seconded the motion.  SO VOTED.

b.  Michael Mackey (U) – Harbor Mangement Comm. 4-Yr. Term Ending Jan 04
Michael Mackey has been recommended by the Chairman of the Harbor Management Commission to fill a position vacated by Dr. Corrao who moved from Old Lyme.  Michael Mackey (U) has been an alternate member of the Harbor Commission since June, 2003.  Selectman Sibley made a motion to move Michael Mackey (U) from alternate member of the Harbor  Management Commission to regular member for a four-term ending January, 2004. Selectman Sevieri seconded the motion.  SO VOTED.

c.  David Zita (D) – Harbor Mgmt. Comm. Alternate – 4 Yr. Term Ending Jan 05
David Zita, Ph.D. has been recommended by the Chairman of the Harbor Management Commission and Dr. Corrao to fill the alternate vacancy.  Dr. David Zita (D) has been an Old Lyme resident for five years.  Selectman Sevieri made a motion to appoint Dr. David Zita (D) as alternate member of the Harbor Management Commission for a four-year term ending January, 2005.  Selectman Sibley seconded the motion.  SO VOTED.

Old Business:
a.  Town Woods Building – Recommend to Town Meeting
Building Committee Chairman Bob Dunn recommended obtaining clarification of additional expenses related to the construction of a building before bringing the proposal to a Town Meeting.  The expenses include more fill for the site of the building and the septic system, a more expensive electrical estimate from CL&P for the transformers, etc., and additional fencing for security purposes.  The fields will not open until next fall and, therefore, the road and parking area could be paved in the spring instead of the fall of 2003.  Selectman Sibley suggested that the Building Committee should start the process of interviewing designers and/or architects to prepare plans for a building.

Information Technology Committee - Status
The Board of Selectmen has scheduled a meeting on October 20, 2003 at 7:30 P.M. to discuss the GIS and financial computer systems.  A number of technical people have been invited to attend to determine the sequential steps of what needs to be done and to see if there is commonality between the Town of Old Lyme, District #18, and the Town of Lyme. Selectman Sibley suggested including a member of Old Lyme’s accounting firm.   

 Shoreline Sanitation Contract - Status
Selectman Sibley reported that a meeting took place between himself, First Selectman Griswold, Wayne Devoe of the Board of Finance, and Shoreline Sanitation owner Gary Yuknat.  The four-year contract with Shoreline currently reads that a year will be added every year so that the expiration of the contract would be on a four-year basis.  It was agreed at the meeting that the town would continue with a four-year contract on the garbage pickup, with year three of the contract as a review point to either elect to put out to bid or retain Shoreline. It was also agreed that if Shoreline Sanitation changed ownership, the Board of Selectmen would have the right to review the new ownership. The Town Attorney is working on the details.  

Sound View Development District -Status
First Selectman Griswold suggested that Joe Camean and others involved in the SVDD Task Force meet to resolve the points to have the SVDD approved by Zoning and be in place in the spring.  More information will follow.

Senior Center Driveway - Status
The Board of Selectmen met with the Senior Center Board last week.  The driveway pattern was staked out and Public Works trimmed brush at the entrance of the driveway. Comments were made about the arc at the entrance of the complex and recreational area.  It was agreed to add a stop sign and speed bump on the road exiting the park as well as the road leaving the Senior Center. Additional fencing will be in place so cars cannot enter when the park is closed.

Dedication of Tree to the Victims of 9-11
On September 11, 2003 a Tree Dedication Ceremony took place at the Old Lyme Police Station.  The Tree Commission provided a cherry tree to honor the victims of September 11, 2001.  The event was well attended. Rep. Marilyn Guiliano and Tree Commission Chairman Joann DeCamillo spoke a few words. Also in attendance were an Honor Guard from the Fire Dept., representatives from the Police Dept., and 30-40 citizens.  It is anticipated that this will be an annual event.

Chamber of Commerce Banner – Sen. Dodd
The Chamber of Commerce is sponsoring a banner that will be sent to a unit of troops in Baghdad of which Old Lyme resident Corey Gillette is a member.  Senator Dodd, Congressman Simmons and many others have signed the banner.  Russ Gomes has coordinated the effort.

New Business:
Emergency Management Drill – District #18
Lyme and Old Lyme are planning a drill in the fall in conjunction with a Millstone emergency event that will move the children from Mile Creek School to the Town of Lyme.  School buses will be used and the police will play a role in traffic control.

Middlesex Hospital’s Paramedic Service – Cost Increase
The Middlesex Hospital has been providing Old Lyme with a paramedic service that has been curtailed.  Instead of two paramedic vans available as in the past, only one will be used.  First Selectman Griswold will be attending a scheduled meeting with the hospital to understand the new fee schedule the hospital plans to implement more clearly.  

Lyme Academy of Fine Arts – Academic Center Dedication
The Lyme Academy of Fine Arts had a dedication of the Academic Center on Friday, September 12, 2003.  The new building provides 24 studios for senior students pursuing a Bachelor of Fine Arts Degree as well as offices, gallery space and a cafeteria.  Since it is an accredited college, the State reimburses 70% of the revenue that would otherwise be generated from real estate taxes.  The Plein Air Painters had an exhibition at the Lyme Art Association.  Selectman Sibley suggested discussing the traffic dangers of using the parking lot across the street from the academy.

Public Comment
David Woolley commended the Selectmen for their actions in the information technology area.  He asked if the upcoming meeting would be opened to the public.  First Selectman Griswold said it would.  Mr. Woolley also was pleased that the Selectmen are interested in the SVDD progress continuing.  There have been many improvements.  Mr. Woolley is concerned about affordable housing in Old Lyme.  First Selectman Griswold stated that the Affordable Housing Committee is looking at a possible site in the Rogers Lake area and, if anyone is interested in taking a tax deduction for a suitable parcel for this purpose, contact the Affordable Housing Committee.

First Selectman Griswold stated that if the hurricane poses a real threat to the community, the citizens would be informed by radio station WLIS and the daily paper.  The high school is a shelter.

7.  Other Business:
Registrar of Voters Pat McCarthy announced that the Registrars would be at the high school on Tuesday, September 16, 2003 at 11:00 A.M. to register all 17 and 18-year old  students.  The 17-year old students, who will be 18 by November 4, 2003, will be eligible to vote in the Municipal Election. Those who turn 18 after the November 4th election, will be registered and eligible to vote in the Presidential Election the following year.  There will be two special voter making sessions held on Saturday, October 18, 10:00 A.M. until 2:00 P.M. at the Registrars office and Tuesday, October 21, from 9:00 A.M. to 8:00 P.M.  October 21 is the last day for registration to vote in this election.  After that date, only those who turn 18, become U.S. citizens, or move into town are eligible.  Registration takes place Monday through Friday throughout the year in the Registrars office or the Town Clerk’s office.  The form can be filled out in the Town Hall or mailed in.
